The C-10 Research and Education Foundation works to protect public health and the environment surrounding the Seabrook Station nuclear power plant in coastal New Hampshire. 

C-10 has over twenty six years of radiological monitoring data and technical knowledge of plant safety and security issues. We are an informational resource for the public, local governments and the community.

Currently, we're in a high-stakes fight to ensure that serious concrete problems at Seabrook are properly understood and monitored before any changes are made to the plant's operating license.

Seabrook Suffers From "Concrete Cancer"

The concrete in key structures at Seabrook are experiencing Alkali-Silica Reaction, or “ASR,” a progressive and irreversible form of degradation. 

Seabrook is the first plant in the nation known to have ASR, and has been under enhanced oversight since the problem was first discovered in 2009. 

The failing concrete at Seabrook Station, which the US Nuclear Regulatory Commission believes impacts all key structures at the plant, is what protects the public from deadly radiation in the core reactor and the 600 tons of high-level nuclear waste stored onsite.

Seabrook’s failing concrete is the most serious issue that has faced its owners—and our reactor community— just as they are trying to extend their license to 2050. In 2016, Seabrook owner NextEra Energy submitted a license amendment request relative to the ability of the plant’s concrete to continue performing as designed. In October 2017, the C-10 Research & Education Foundation was granted legal standing in a case being considered by the US Nuclear Regulatory Commission (NRC). 

In 2019,  C-10 fought to ensure that the extent and progression of this concrete degradation was investigated and forced the NRC to amend  Seabrook's 20-year license extension. C-10 won critical stricter guidelines such as the requirement to install extensometer devices, and an update to the schedule for measuring the progression of the concrete damage from checking in on it every 10 years to instead checking every 6 months!
